How does it remove the voice?

Lead vocals are usually mixed in the centre of a stereo song. The tool cancels whatever is equal in the left and right channels, which takes out the voice.

Why can I still hear the singer a little?

Echo and reverb on the voice are spread left and right, so traces can remain. Instruments in the centre may also get quieter.

Does it work on every song?

It needs a stereo song. Mono recordings, live recordings and some old songs don't separate well.
